TM-21 的开发工作由国际教育规划研究所内的 TM-21 工作组(WG)进行,历时三年。工作组探索了各种方案,评估了基于数学和工程的模型,以提供有效的折旧匹配和有用的预测方法。通过分析,他们发现 LED 流明折旧趋势通常在 6000 小时后会发生变化,而且没有可靠、一致的方法可以从 6000 小时的数据点预测这些趋势。即使是 10,000 小时的数据流,也往往不足以为将衰减曲线推断到 35,000 小时等大数据提供统计信心。
